移污管制說明會開跑 李應元：2023柴油車只管一期4萬輛

空污法修法後，將對老舊二行程機車、一二三期柴油大貨車展開加嚴管制，子法草案還沒出爐，部分車主激烈反彈已爭議了兩個月，環署也為此在中南部展開四場「空污法修法移動源重點說明會」。21日第一場完成後，環保署長李應元對於未來子法釋出腹案，繼上回拋出二行程將從20萬人口的都會區開始處理後，再表示2023年加嚴標準上路時，將優先處理25年以上第一期柴油車，約4萬台。
「會兼顧民眾健康及業者飯碗！」李應元22日下午回應前日台中場移污說明會上柴油車業者的意見，表示環署正在與各地縣市政府討論相關配套，例如空品維護區劃設、路邊攔檢地點公布、檢驗方法檢討等，並就濾煙器安裝及汰舊補助措施專案輔導等意見提出說明。「一定會有公聽研商」，李應元強調，規劃的方案執行細節會持續與各界進行溝通對話，依討論結果完成修正後才會公告實施，並有足夠的宣導期，讓民眾有時間因應，「請車主不要擔心」。
由於目前約8萬台的一二三期大型柴油車，貢獻了全台16％的空污，因此遭環署列為移動污染源中優先整頓的對象，不過，李應元如今表示，環保署會考量分階段實施，第一波2023年將改為先從25年老車，也就是一期柴油大貨車開始管制起，全台約有4萬輛。
面對此舉是否因抗議而退縮，李應元表示，因為在說明會中，有車主提醒，當三期8萬輛一起面臨加嚴時，雖然政府有補助，但卻有車商反而打算哄抬車價，等政府給的補助都被車商給「吃掉了」，且至今還必須開舊車者，可能經濟狀況較差，因此環保署目前打算第一波改成以一期優先處理。
李應元也公布專線電話，邀請認為目前環署推出的補助並無法給予幫助的弱勢車主在年底前聯絡，環保署將檢討現有方案，甚至以個案方式協助。專線電話（02）23117722轉6303、6307、6311及6316。
至於「空氣品質維護區」的劃設，將由各地方政府主導，李應元表示，環保署將在1個月內邀集地方環保局討論劃設的SOP標準作業程序，由地方政府因地制宜劃設，報環保署核定後公告實施。
空保處處長吳盛忠補充說，包括時段、季節、或是如學校、醫院等地點，將是劃設的依據，管制方法也可以從禁止進入、到不可怠速等等，地方政府可因地制宜，提出自主的、有創意的規定，因為最瞭解地方狀況的就是縣市政府，且地方政府有義務保護人民健康。而目前也有部分縣市政府已經訂出「空品淨區」，環保署原則尊重地方政府自主管理規定。
但在說明會中，仍有大型柴油車車主不滿未來將設路邊攔檢，指出他們的車速相當快，遭攔檢要馬上停下來恐怕造成危險，李應元則表示，未來將公布欄檢地點。面對媒體質疑，事先公布將攔檢的位置，豈不讓駕駛可以刻意避開，要如何管制？李應元表示，會設置攔檢的當然都是空品區的重要入口，並不會選在沒有大車通過的地段，攔檢是為了避免空污的發生，而不是為了要處罰。
李應元表示，相關的細節，將請地方環保局與交通及警察部門討論，考量車輛行車及稽查人員安全的地點，檢驗方法也會邀集柴油車公會、製造廠及引擎專家一起討論。
